Abstract
The program is implemented by Advanced Engineering Associates International, Inc. (AEAI) and is funded by the United States Agency for International Development (USAID). The program's main objective is to support the development of initiatives and technologies that promote energy efficiency in the country. In the seventh quarter of the program, which spans from October 1, 2011, to December 31, 2011, significant progress was made towards achieving the program's objectives. One of the key milestones achieved during this quarter was the submission and approval of Batch 3 Pilot Project Proposals. USAID 3E submitted ten pilot project proposals to USAID for approval, and five of them were approved on November 4, 2011. The approved projects include the Livno Sports Hall, Bihac Cultural Center, Gracanica SOS Children's Village, Olovo Primary and Secondary Schools, and Prijedor Primary School. The program also conducted site visits to various potential pilot projects, including the Srebrenica Street Lighting Pilot Project, Prijedor Primary School "Branko Ćopić" Pilot Project, Banja Luka Student Dormitory "Nikola Tesla" Pilot Project, Bijeljina Street Lighting Pilot Project, Doboj Administration Building Pilot Project, and Trebinje Street Lighting Pilot Project. These site visits were conducted to assess the feasibility of the projects and to identify potential challenges and opportunities. In addition to the site visits, USAID 3E also met with various stakeholders, including UNDP, GIZ, and local government officials, to discuss the program's progress and to identify potential areas of cooperation. The program also organized the Livno Energy Efficiency Knowledge Days, which were held in Livno on November 10-11, 2011. This event was organized to create public awareness on energy efficiency's potential and benefits. The program's progress was also reflected in the media, with two articles published about the Mechanical Engineering Faculty (MEF) Pilot Project and an article about USAID 3E activities in Bosnia and Herzegovina. The program's efforts to promote energy efficiency were also recognized by the Federation Minister for Physical Planning, who adopted a series of regulations with regard to energy efficiency in buildings. Overall, the seventh quarter of the USAID Enterprise Energy Efficiency (3E) program was marked by significant progress towards achieving the program's objectives. The program's efforts to promote energy efficiency in Bosnia and Herzegovina are expected to continue in the coming quarters, with a focus on implementing the approved pilot projects and promoting public awareness about the benefits of energy efficiency. The program's progress was also reflected in the submission of full reports for the first five pilot project proposals. However, due to limited resources, projects 6-10 were not analyzed in detail. The program's EMIS software was also installed on a server in Sarajevo, but UNDP BiH has yet to find a solution for connecting to sites where data is collected due to data security constraints. The program's activities were also focused on promoting energy efficiency through public awareness and education. The Livno Energy Efficiency Knowledge Days were held in Livno on November 10-11, 2011, and the MCEE initiative was presented to the Kuwaiti Embassy in Sarajevo and to the Representation Office of German Commerce in BiH. The organization of the EE Festival, to promote energy efficiency and EE technologies to a wider public, is planned to be held in Sarajevo from June 5-10, 2012, and is well under way, with the agenda drafted and meetings with potential partners and other stakeholders held.
