Abstract
The project, which began in 2012, aimed to demonstrate the energy and money-saving potential of energy efficiency to BiH citizens. The school, constructed in 1937, was attended by 400 pupils and had 36 employees. The existing windows were in poor condition, the heating system was poorly maintained, and the building was connected to an obsolete, energy-inefficient heating substation. The project was a joint investment of the USAID 3E project and the Tuzla Municipality, totaling over 160,000 KM. The UNDP BiH enabled the use of the Energy Management Information System (EMIS) software for energy management. The implemented energy efficiency measures included the reconstruction of the heating system, installation of a new compact heating substation, replacement of windows, and installation of a system for remote reading of energy consumption. The remote energy consumption monitoring system will help identify cases of excessive energy consumption and allow timely investigation and removal of its causes. The measures have also helped to transform the school's curriculum to include educational seminars and workshops for pupils on energy efficiency. Other benefits of this project include the reduction of CO2 emissions and the reduction of the usage of coal used in the Thermal Power Plant Tuzla, which supplies the district heating network. The project is part of the USAID 3E Project, a USD 4.2 million program for the promotion of Energy Efficiency technologies through the development of pilot projects in buildings that are co-financed by the public and private sector. The project aims to increase the capacity building of municipal partners from the public sector as well as from small and medium enterprises. The project also works on increasing public awareness about the benefits of energy efficiency. The USAID 3E Project is one of 17 Pilot Projects implemented throughout Bosnia and Herzegovina, using mature and proven energy efficiency technologies with payback periods of less than five years. The project has achieved excellent results, with a 30% reduction in energy consumption and a 40t CO2 reduction per year. The local economy will be stimulated in the future by energy efficiency projects, as local companies will be employed for implementation of the projects. Based on the excellent results achieved at the Pazar Elementary School, it is anticipated that local governments will be further motivated to financially support additional projects in the future.
