Abstract
The program develops actions to improve: (i) the National Policy, (ii) the Institutional Strengthening of Regional and Local Governments, and (iii) Transparency and Accountability to improve participatory management mechanisms. The program's objective is to contribute to the improvement of decentralized management for the provision of effective services to populations traditionally excluded from departments in the Amazon region. To achieve this objective, the program focuses on three key areas: (i) the National Policy, (ii) Institutional Strengthening of Regional and Local Governments, and (iii) Transparency and Accountability. The National Policy is a critical component of the program, as it aims to improve the policy framework for decentralized management. The program works to strengthen the National Policy by identifying areas for improvement and developing recommendations for policy reform. This includes analyzing the current policy framework, identifying gaps and inconsistencies, and developing proposals for policy reform. Institutional Strengthening of Regional and Local Governments is another key area of focus for the program. The program works to strengthen the capacity of regional and local governments to manage decentralized services effectively. This includes providing training and technical assistance to regional and local governments, as well as supporting the development of institutional capacity-building programs. Transparency and Accountability is a critical component of the program, as it aims to improve the transparency and accountability of decentralized management. The program works to strengthen the transparency and accountability of decentralized management by promoting the use of open data and information, as well as supporting the development of citizen participation mechanisms. The program's methodology involves a combination of research, analysis, and technical assistance. The program conducts research and analysis to identify areas for improvement and develop recommendations for policy reform. The program also provides technical assistance to regional and local governments to support the implementation of policy reforms and institutional capacity-building programs. The program's geographic focus is on the Amazon region, which includes several departments in Peru. The program works to improve the provision of effective services to populations traditionally excluded from these departments. The program's timeframes are not specified, but the program is expected to continue for several years to achieve its objectives. The program's recommendations include the development of a new National Policy for decentralized management, the strengthening of institutional capacity of regional and local governments, and the promotion of transparency and accountability in decentralized management. The program also recommends the development of citizen participation mechanisms to ensure that the needs and concerns of populations traditionally excluded from decentralized services are taken into account.
