Strategic Health Purchasing Progress: A Framework for Policymakers and Practitioners

The concept of SHP involves making informed purchasing decisions to ensure that health services are accessible, equitable, and of high quality. This framework for policymakers and practitioners aims to support countries in progressing toward SHP. The SHP Progress Framework is a tool designed to help countries assess and improve their health purchasing functions. The framework consists of three stages: foundation, progression, and maturity. Each stage is characterized by specific criteria, including the presence of a clear health financing strategy, effective data analytics, and a well-organized health system. The framework was initially developed by Dr. Cheryl Cashin in partnership with the Bill and Melinda Gates Foundation.
