Abstract
This $6.6 million activity (FY 1997-FY 2001), a follow-on to a pilot effort begun under project 5190394, will be implemented by CARE and three local NGOs (REDES, PROESA, and FUNDESA) in coordination with a land parcelization effort to be implemented by the Government of El Salvador (GOES) through the Institute of Liberty and Progress (ILP). The latter arrangement will be financed by local currency generations. The activity supports the Mission"s Strategic Objective No. 1 "Expanded Access and Economic Opportunity for El Salvador"s Rural Poor" and its Intermediate Result, "Improved Use of Land", and complements the Rural Financial Markets Results Package (5190435) and the Rural Productive Use Package. The activity will provide LTP beneficiaries with permanent legal title and security of land ownership and the necessary economic incentives to make their use of the land more productive. It will also improve the incentives to manage land as a long-term natural resource that must be husbanded to be sustained. Specific components include: (1) institutional strengthening (training in areas such as measuring and parcelization techniques and procurement of surveying equipment, hardware and software, vehicles, TA for quality control and supervision); (2) community organization and consensus building around land ownership and use of properties; (3) remeasuring and parcelization of properties; and (4) legalization and delivery of clear titles. The ILP will be responsible for contracting for land measurement of the properties, either with the NGOs or other private sector firms, and for carrying out title searches and formal registration of the newly dismembered properties. CARE will take the lead in training local NGOs in land measurement, and in ensuring the quality control of the land parcelization process. CARE and the three local NGOS will be responsible for community organization and development of a plan of land partition, and for carrying out the land measurement and technical description for retitling. The GOES will assume responsibility for legalizing the parceled property titles with the property registry.
