Abstract
infrastructure investment and maintenance projects which have a notable potential for increasing employment and income among rural Filipinos, especially the poor, is summarized. An initial section provides an overview of the role played by infrastructure in the transportation, water, electrical power, and telecommunications sectors in promoting rural productivity and employment, with particular attention to the importance of infrastructure maintenance. Succeeding chapters describe the institutional setting for maintaining the infrastructure of these sectors. A brief discussion of general issues in maintenance (e.g., the effect of deferring adequate maintenance) leads to a final analysis of areas for future A.I.D. assistance. Policy emphasis is put on maintaining existing infrastructure and restoring badly deteriorated infrastructure to a condition in which maintenance is possible, promoting a phased approach to decentralized control, linking the type and location of training to trainees" skill levels, and investing in infrastructure projects in secondary cities as well as in rural areas. A set of specific recommendations concludes the report, to which eight tables and a 6-page bibliography (1969-84) are appended.
