Abstract
The report, dated July 27th, documented the author's interactions with various stakeholders, including the German Technical Cooperation (GTZ) and the National Environment Management Council (NEMC). The author met with the Ag. Head of the GTZ mission, who expressed support for WRI's community-based forestland tenure system initiative. The report also documented the author's interactions with the NEMC, including a meeting with the Ag. Director General, who expressed interest in meeting the NEAP team. The author also met with the Education Coordinator of the WWF Tanzania, who noted that the official dealing with NGOs concerned with natural resources management was out of the city. The author visited Prof. Mascarhenas, who expressed interest in the NEAP study and offered to participate. The report also documented the author's fieldwork in Lushoto, where they visited the offices of the Soil Erosion Control and Agroforestry (SECAP) project. The author had informal discussions with junior staff, who informed them that the top officials were preparing for the Farmers Day and the Uhuru Torch. The author also visited the University Campus to check on the consultants commissioned to review the status of forest resources in Tanzania. The consultants, FORCONSULT, informed the author that they had enjoyed doing the work and had collected more information than could be condensed into the 40 agreed upon pages. They also lamented that they had lost their team-mate's wife and had to take a break, and that the University had run "bankrupt" and had to close earlier than scheduled. They expressed the hope to accommodate any changes suggested by WRI regarding the draft report. The report concluded with the author's preparations for the REAP team, including filing a progress report to WRI and visiting the USIS offices to apply for an entry visa to Washington.
