Abstract
These Guides translate complex budget documents into simple terms that citizens, youth, taxpayers, and other stakeholders can understand. Topics covered include the use of public funds, priority areas for funding, major investments, and the fiscal and financial perspective for the medium term. The Guides were distributed to various groups in each municipality. In Lushnja, the Guide was presented to a group of civically-engaged youth and the Citizens Advisory Panel (CAP), a formal advocacy body established with the support of the PLGP. In Vlora, a copy of the Guide was distributed to every citizen visiting the municipality offices. This initiative is part of the PLGP's efforts to promote budget transparency and citizen engagement. The PLGP has been engaged in promoting budget transparency and citizen engagement for three consecutive years. During this period, the project supported five municipalities in publishing all treasury transactions on their website, clearly accounting for every money spent by the municipality. Additionally, eight municipalities have developed Citizens' Guides to the Municipal Budget. This effort aims to improve the budget itself through feedback from citizens, increase the effectiveness and efficiency of public policies and spending, and foster trust in government. Budget transparency and participatory budget processes bring several benefits. They allow for the improvement of the budget through feedback from citizens, leading to quicker responses to concerns and priorities. Greater transparency and communication result in improved effectiveness and efficiency of public policies and spending, with a special emphasis on accountability. Opening up municipal ledgers to the public leads to increased trust in government, contributing to a more resilient society and stronger local democracy. Furthermore, budget transparency is instrumental in generating higher revenues for governments, as citizens are more likely to pay taxes and contribute donations if they trust that their money will be well spent. The PLGP's efforts to promote budget transparency and citizen engagement have been successful, with eight municipalities developing Citizens' Guides to the Municipal Budget and five municipalities publishing all treasury transactions on their website. This initiative demonstrates the importance of transparency in government and its potential to improve the effectiveness and efficiency of public policies and spending.
