Subproject to fund technical and academic training for staff of the Kagera Basin Organization (KBO), a regional group representing Rwanda, Burundi, Tanzania, and Uganda, which implements development projects in the Kagera River basin.

Abstract
Project training will be provided in the United States and in African countries. U.S. academic training will be limited to Master"s degree programs (or equivalents) plus English language training, when necessary. Academic training in Africa will include undergraduate as well as graduate degree programs. Short-term technical seminars, such as those offered by the U.S. Department of Agriculture and the Bureau of the Census, will be used when feasible. Priority training areas have been identified by the KBO as the following: (1) administrative, financial, and organizational procedures; (2) engineering, including civil, traffic and highway, and hydraulic engineering, and rural electrification; and (3) applied sciences, including agronomy, agricultural economics, hydrology, and soil sciences. Six individuals have been identified for M.S. training.
