Abstract
The program's scope and purpose are to enhance the legislative process, improve parliamentary oversight, and increase the effectiveness of the National Assembly in representing the interests of the Armenian people. During the fourth quarter of 2013, key activities were carried out to achieve the program's objectives. These activities included maintaining working relationships with the National Assembly, conducting and planning activities for each component, and implementing the Performance Monitoring Plan (PMP). The program's components include representation, oversight, analytical capacities, and rules and procedures. Component One: Representation focused on enhancing the National Assembly's ability to represent the interests of the Armenian people. This was achieved through the provision of short-term technical assistance (STTA) to the National Assembly, as well as the development of a legislative agenda advocacy days (LAADS) program. The LAADS program aimed to increase the visibility and effectiveness of the National Assembly in advocating for the interests of the Armenian people. Component Two: Oversight focused on strengthening the National Assembly's ability to conduct effective oversight of the executive branch. This was achieved through the provision of STTA to the National Assembly, as well as the development of a performance monitoring plan (PMP) to track the implementation of the program's objectives. The PMP included indicators and targets for each component, as well as a system for monitoring and evaluating progress. Component Three: Analytical Capacities focused on enhancing the National Assembly's ability to analyze and evaluate policy options. This was achieved through the provision of STTA to the National Assembly, as well as the development of a legislative research unit. The legislative research unit aimed to provide the National Assembly with high-quality research and analysis to inform its decision-making. Component Four: Rules and Procedures focused on strengthening the National Assembly's ability to develop and implement effective rules and procedures. This was achieved through the provision of STTA to the National Assembly, as well as the development of a parliamentary program-based budget (PPB). The PPB aimed to provide the National Assembly with a clear and transparent budgeting process. The program's performance monitoring plan (PMP) included indicators and targets for each component, as well as a system for monitoring and evaluating progress. The PMP was used to track the implementation of the program's objectives and to identify areas for improvement. The program's quarterly financial report provided an overview of the program's financial performance during the fourth quarter of 2013. The report included information on the program's income and expenses, as well as a breakdown of the program's budget by component. Overall, the Support to the Armenian National Assembly Program (SANAP) made significant progress during the fourth quarter of 2013 in achieving its objectives. The program's components, including representation, oversight, analytical capacities, and rules and procedures, were implemented effectively, and the program's performance monitoring plan (PMP) was used to track progress and identify areas for improvement.
