Abstract
The program is implemented under the Strengthening Deliberative Bodies (SDB) Indefinite Quantity Contract (IQC). The program's primary objective is to increase the representation of citizen interests, improve executive branch oversight, enhance committee analytical capacities, and clarify committee rules and procedures. During the reporting period of April 1 to June 30, 2015, key activities were carried out to achieve the program's objectives. The program budgeting process was a significant focus area, with a background review of the budgeting process and a detailed analysis of the reporting period's activities. The program budget was allocated to various activities, including parliamentary training, constituency outreach, and staff capacity improvement. One of the notable activities during the reporting period was the CSO Day in Parliament, which aimed to increase civic engagement and improve parliament hearings. The event was attended by civil society organizations, parliamentarians, and other stakeholders. The program also focused on improving parliament hearings and civic engagement, with a background review of the current state of parliament hearings and a detailed analysis of the reporting period's activities. Staff capacity improvement was another key area of focus, with various training programs conducted for parliamentarians and staff. The programs included parliamentary training, Excel courses, constituency outreach and casework training, and English courses. The program also established a Professional Development Plan to ensure that staff members receive ongoing training and development opportunities. The Fellows Program was another significant activity during the reporting period, which aimed to provide parliamentarians with training and capacity-building opportunities. The program also focused on rules of procedure changes, with a review of the current rules and procedures and a detailed analysis of the reporting period's activities. The program's planned activities for the next quarter include increasing MP staff capacity, supporting parliament outreach, and committee outreach. The program also aims to improve executive branch oversight, enhance committee analytical capacities, and clarify committee rules and procedures. The program's objectives are aligned with the USAID's goals of strengthening democratic institutions and promoting good governance in Armenia. The program's budget was allocated to various activities, including parliamentary training, constituency outreach, and staff capacity improvement. The program's financial report provides a detailed breakdown of the expenses and revenues for the reporting period.
