Abstract
The program aims to strengthen the foundations of the Libyan state by helping municipalities improve local service delivery with maximum public participation. The program's objectives are threefold: to strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs, to build the capacity of citizens, civil society organizations, private sector actors, and other formal and informal stakeholders to advocate and hold municipal and related national-level institutions accountable, and to strengthen national and sub-national decentralization policies, systems, and coordination. To achieve these objectives, Taqarib has been working with 45 municipalities across Libya, providing technical assistance, training, and capacity-building programs to improve their performance and responsiveness to citizen needs. The program has also been supporting the development of municipal performance indexes, which measure the performance of municipalities in delivering services and responding to citizen needs. In the third quarter of fiscal year 2021, Taqarib reported significant progress in achieving its objectives. The program supported the development of municipal performance indexes in 45 municipalities, with a cumulative score of 4.8% above the baseline score. The program also supported the implementation of visible improvement service processes in 14 municipalities, with a cumulative score of 14 out of 40. In addition, Taqarib reported that 46 individuals participated in peer-to-peer learning exchanges, and 95 individuals were trained in community emergency response. The program also supported the development of COVID-19 preparedness and response plans in 0 municipalities, with a cumulative target of 17. Furthermore, Taqarib reported that 3 civil society organizations received USG assistance and engaged in advocacy, with a cumulative target of 9. The program also supported the development of organizational performance indexes with 3 CSOs, with a cumulative target of 45. In terms of decentralization, Taqarib reported that 4 public policies were introduced, adopted, repealed, changed, or implemented with citizen input, with a cumulative target of 5. The program also supported the development of multi-stakeholder dialogues among national actors about the decentralization agenda, with a cumulative target of 4. Overall, Taqarib's progress in the third quarter of fiscal year 2021 demonstrates the program's commitment to strengthening the foundations of the Libyan state and improving local service delivery with maximum public participation.
