Abstract
The document was produced by Tetra Tech, Inc. and was prepared for the USAID Contract No. EDH-I-00-08-00027-00, Task Order Number AID-521-TO-15-00001 Engineering Design and Construction Supervision Program. The project's general requirements are outlined in Division 01 of the technical specifications. Section 010000, General Requirements, establishes the framework for the project's execution. The contractor is responsible for ensuring that all work is performed in accordance with the drawings and specifications. The contractor must also coordinate the operations of all trades, subcontractors, and materials to ensure proper fitting and completion of the work. The contractor is responsible for providing temporary connections to existing utilities and maintaining them at their own expense. The contractor must also furnish their own temporary light and power as required for the prosecution and completion of the work. The contractor is responsible for coordinating all proposed electrical devices, power supplies, and other electrical components and systems to ensure compatibility with the supply of power. The contractor is also responsible for providing water for drinking purposes and other usage at their own expense. The contractor is responsible for all provisions, including materials and supplies, and must include utility-related charges in their bid and pay any and all charges made by utility companies for materials, labor, and services supplied. The contractor must maintain a record of all alterations, additions, and changes in the work as originally planned and show these on all plans used in the work. The contractor will be furnished with two additional sets of prints of the Contract Plans at no charge for carrying out this purpose. The contractor must also make special provisions to prevent excessive noise during construction and control dust during construction by the use of calcium chloride, water, or other acceptable means. The project is subject to the Safety and Health Regulations of the U.S. Department of Labor set forth in 29 CFR, part 1926. The contractor must be familiar with the requirements of these regulations. The contractor must also take every precaution necessary throughout the duration of the project to prevent and eliminate any contamination of the public water supply. The contractor will not be permitted to work on Saturdays or Sundays without the permission of the Contracting Officer. The contractor must request permission, in writing, a minimum of 72 hours in advance. The request must include the date(s) of work, reason for work, and schedule of work to be performed. The contractor is also prohibited from working on certain holidays, including New Year's Day, Independence Day, Ancestry Day, Epiphany, Carnival/Mardi Gras, Labour and Agriculture Day, Flag and Universities' Day, Assumption of Mary, Anniversary of the death of Dessalines, All Saints Day, All Souls' Day, Battle of Vertières Day, Discovery Day, and Christmas. Prior to the opening of bids, a prebid conference may be held. Notice of such meetings, if scheduled, will be included in the Advertisement for Bids. Prior to the start of construction, there will be a preconstruction conference to discuss the phasing and scheduling of the construction project. The specific time and place of the conference shall be arranged by the Contracting Officer. As a requirement for completion of the project, the contractor shall leave all work areas in clean and orderly conditions. The contractor shall repair any and all disturbed areas to their condition prior to construction. All mechanical equipment shall be lubricated as recommended by the manufacturer and started up.
