Abstract
The program is based on four pillars: Infrastructure and Energy, Food and Economic Security, Health and Other Basic Services, and Governance and Rule of Law. The OIEE directly supports USAID/Haiti's development objectives relating to health, education, agriculture, economic growth, and democracy and governance. The program provides OIEE with immediate access to a team of full-time and short-term architects, engineers, and specialized technical experts based in Port-au-Prince, Haiti, and in AECOM offices throughout the United States. The contract was issued on 28 February 2018, and the program was officially modified to Haiti Infrastructure Program on 24 April 2018. The program's progress and accomplishments during the reporting period from 01 February to 28 February 2021 are summarized in the KEY PROGRAM ACTIVITIES section. The financial status of the project is provided in the PROGRAM FINANCES section. The program is implemented by AECOM with support from subcontractors HS&BR, Garda World, Miyamoto International, Iris Group, WI-HER, and Ethan Myer. The program's background is rooted in the Post Earthquake U.S. Government Strategy (2010-2015), which aims to achieve a stable and economically viable Haiti. The strategy is based on four pillars, and USAID is in need of architectural, engineering, and specialized technical support to the OIEE to achieve these objectives. The program's contract was modified on 04 February 2021 via Mod 17, which changed the contract end date from 27 February 2023 to 30 September 2022, decreased the contract ceiling from $22,822,798 to $8M, eliminated the safety and security plan requirements, and eliminated the need for a project registration with the Ministry of Industry and Trade.
