Abstract
The program is operated under the Post earthquake U.S. Government Strategy (2010-2015), which has been extended through 2018. The strategy is based on four pillars: Infrastructure and Energy, Food and Economic Security, Health and Other Basic Services, and Governance and Rule of Law. USAID requires architectural, engineering, and specialized technical support to the USAID/Haiti Office of Infrastructure, Engineering, and Energy (OIEE). The task order contract provides OIEE with immediate access to a team of full-time and short-term architects, engineers, and specialized technical experts based in Port-au-Prince and in AECOM offices throughout the United States. The contract was awarded to AECOM on 28 February 2018, following a request for task order proposal (RFTOP) issued by USAID on 6 October 2017. AECOM submitted a qualification package on 17 November 2017 and was notified of being selected to submit a cost proposal on 22 December 2017. The program was officially modified to Haiti Infrastructure Program on 24 April 2018. The program is implemented by AECOM with support from subcontractors HS&BR, Garda World, Miyamoto International, Iris Group, WI-HER, and Ethan Myer.
