Abstract
The report outlines key steps and considerations of the bidding process for electric transmission line maintenance projects within the context of the larger procurement process. The implementation of transmission contracts between the Transmission Company of Nigeria (TCN) and private companies has raised challenges in defining transparent and coherent bidding procedures. A key component in promoting the operation and competitiveness of a wholesale electricity market and wider participation of private players in Nigeria's energy market is the development of a comprehensive bidding model. The report outlines the key stages of the bidding process, including project identification, project preparation, bidding and contracting, data room management, and implementation and monitoring. The report also provides a summary of earlier stages, including needs analysis and project prioritization, detailed output and key performance indicator (KPI) specifications, and risk allocation plan. The bidding process involves several key phases, including single-stage versus two-stage bidding process, general public procurement notice, bidder pre-qualification, bidder shortlisting, invitation to tender, bidder interaction, evaluation of provided bids and PPP award, finalize the PPP contract, conclude financing agreements and reach financial close. The report also outlines the importance of proper planning and preparation early in the procurement process, which has a significant impact on the success of the ultimate tenders. The report provides a detailed analysis of the bidding process, including the use of illustrative templates and scoring criteria. The report also outlines the importance of data room management, including leading practices, communication protocol, information included and organization, commercial applications and vendor list. The NPSP TCN Bidding Model is designed to promote the operation and competitiveness of a wholesale electricity market and wider participation of private players in Nigeria's energy market. The report provides a comprehensive guide to the bidding process, including key steps, considerations, and best practices. The report was developed by Deloitte Consulting LLP under Task Order No. 01: The Nigeria Power Sector Reform Program (the “Task Order”) of the Power Africa Indefinite Delivery, Indefinite Quantity (“IDIQ”) Contract No. 720-674-18-D-00003 implemented by Deloitte Consulting LLP.
