Abstract
The project aimed to assess the current state of telemedicine in Ukraine, identify key market insights, and provide recommendations for future development. The assessment was conducted in collaboration with the State-Owned Enterprise - eHealth, a local partner of the project. The telemedicine market in Ukraine is characterized by a growing interest in remote healthcare services, driven by the COVID-19 pandemic. The pandemic has accelerated the adoption of telemedicine, with many healthcare providers and patients seeking alternative ways to access medical services. However, the rapid growth of telemedicine has also highlighted several challenges, including regulatory and legislative issues, infrastructure and equipment limitations, process and interoperability problems, and a lack of skills among medical staff. The assessment identified several key market insights, including the growing demand for telemedicine services, the need for regulatory clarity, and the importance of investing in infrastructure and equipment. The report also highlighted the need for healthcare providers to develop the necessary skills and competencies to deliver high-quality telemedicine services. The assessment also examined the current regulations and legal challenges in Ukraine related to telemedicine. The report noted that Ukraine has a complex regulatory framework for telemedicine, with multiple laws and regulations governing the provision of remote healthcare services. However, the report also identified several gaps and inconsistencies in the regulatory framework, which need to be addressed to facilitate the growth of telemedicine in Ukraine. The assessment also conducted marketing research on telemedicine service providers in Ukraine, identifying several key players in the market. The report noted that the market is dominated by a few large players, including the Ukrainian Association for the Development of Information Technologies in Medicine (UADITM) and the Ministry of Health of Ukraine (MOH). However, the report also identified several smaller players and startups that are emerging in the market. The assessment also examined the technical readiness gaps of remote clinical services in Ukraine, identifying several key areas for improvement. The report noted that Ukraine has a well-developed healthcare infrastructure, but there are several gaps in the technical readiness of remote clinical services, including the need for improved connectivity, data security, and interoperability. The report provides several recommendations for future development of telemedicine in Ukraine, including the need for regulatory clarity, investment in infrastructure and equipment, and the development of skills and competencies among healthcare providers. The report also recommends the establishment of a national telemedicine strategy and the creation of a telemedicine regulatory framework to facilitate the growth of remote healthcare services in Ukraine.
