Abstract
The project is a collaboration between Electricidade de Moçambique (EDM), Independent Power Producer (IPP) Globeleq, and integrated energy/chemical company Sasol. The project's primary objective is to generate additional power in Mozambique using indigenous gas resources. The project development phase began with a kick-off meeting on 15 January 2018, and regular reports have been produced to maintain a record of activities performed under the Letter of Collaboration (LOC) signed with EDM. The project update as of 30 September 2019 highlights several key activities and milestones achieved. The Owner's Engineer (OE) selection process was initiated in November 2018, with negotiation meetings held between 5 and 7 December 2018. Following World Bank (WB) comments on the evaluation report, new negotiations were held with the new bidder from 25 to 27 February 2019. The OE mobilized in May 2019, and the EDM Board signed a contract with Intec, the first-ranked bidder, on 27 and 28 May 2019. Due to personal reasons, the OE was forced to change the Project Manager during September 2019. The final Environmental and Social Impact Assessment (ESIA) and Relocation Action Plan (RAP) reports were submitted to the WB on 10 December 2018 and returned with comments on 24 December 2018. The TTP and WB teams worked in close collaboration to close the ESIA report, which received a No Objection from the WB on 22 February 2019. The first RAP report was submitted to the WB on 30 April 2019, and a No Objection and disclosure of the RAP report occurred on 3 May 2019. Geotech and Logistics studies were initiated in December 2018, with the Request for Expression of Interest (REoI) published on 24 December 2018. The highest-ranking geotechnical bidder presented their proposal on 20 February 2019, and a negotiation meeting was held on 25 February 2019. The EDM Board signed the contract with the highest-ranked bidder (Geocontrole Lda) on 24 March 2019, and mobilization commenced on 10 April 2019. The Vilanculos, Chibuto, and Matalane Substation plot studies have been completed, with the final reports submitted by the consultant on 9 September 2019. Heavy Haul Studies were initiated in March 2019, with the selected Heavy Haul Consultant (ESA Lda) starting activities on 5 March 2019. The consultant has been working on the Heavy Haul Studies, with the final reports expected to be submitted to the OE for incorporation into the procurement documentation. The project's progress and milestones achieved as of 30 September 2019 demonstrate the ongoing efforts to develop the TTP. The project's success will depend on the timely completion of the various activities and milestones, including the selection of the Owner's Engineer, completion of the Environmental and Social Impact Assessment, and the Geotech and Logistics studies.
