Abstract
The project is led by the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), a recognized leader in the global effort to eliminate pediatric AIDS. EGPAF provides high-quality, innovative, and contextually responsive technical assistance (TA) on behalf of more than 17 donors. Through support from the U.S. government and private and multilateral donors, EGPAF employs a comprehensive and sustainable approach for achieving the elimination of pediatric HIV. The DELTA2 project builds on the success of the original DELTA project, which completed 37 assignments across 10 countries. The project focuses on providing TA services to optimize the impact of the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and Global Fund-supported programs. EGPAF will provide TA services to national programs, CDC country teams, and local implementing partners in a wide variety of technical, programmatic, and operational areas. EGPAF has established high-impact TA approaches for a wide range of areas, including health system strengthening, strategic information and evaluation, quality improvement, community engagement, research, organizational development, project management, and HIV service delivery. The project will use cross-cutting implementation approaches across all TA assignments, including customization to client needs, geographically differentiated approaches, team efficiency and coordination, and data use for improvement. The DELTA2 project will focus on several key areas, including HIV prevention services, PMTCT services, pediatric, adolescent, and adult HIV services, adolescent-friendly services, expansion to male populations, key populations interventions, gender-based violence, cervical cancer screening and treatment, laboratory services, malaria, tuberculosis, family planning, early childhood development, and linkage to other health services. EGPAF will also provide strategic information and data visualization TA, including data collection and data linkage, data quality assurance, and enhanced analytics. In addition, the project will focus on emerging technical priorities, including the introduction and scale-up of new pediatric formulations and dolutegravir, PrEP and HIV self-testing, expansion of prevention services and recency assays, support for transition to local partners, improving management of coinfections, advanced disease support, and supporting the fourth 90—quality of life. EGPAF's in-house Project Management Office (PMO) has been providing capacity building across the organization and to targeted partners for the last five years. The PMO sets standards, conducts training using a cross-country team of trained facilitators, and offers a variety of processes and tools that teams and individuals can use to improve the management of their activities. EGPAF services are available to support improved management of donor-funded projects, as well as the core responsibilities of other teams. The DELTA2 project will be implemented in 14 countries, with a focus on providing TA services to national programs, CDC country teams, and local implementing partners. The project will use a comprehensive and sustainable approach to achieve the elimination of pediatric HIV, and will focus on several key areas, including HIV prevention services, PMTCT services, pediatric, adolescent, and adult HIV services, and strategic information and data visualization.
