Abstract
It builds on complementary indices such as Doing Business and Women, Business, and the Law. The EBA Index collects data through surveys, site visits, phone interviews, and country reviews. The data is used to measure the business environment for agriculture, with a focus on 10 core topic areas, including land, water, and environmental management, as well as two cross-cutting themes: gender and environmental sustainability. The EBA Index has been used to assess the business environment for agriculture in several countries, including Cambodia. The index has shown a strong correlation with the level of agricultural transformation and other measures of regulatory quality. The EBA Index has also been used to inform policy and programming for the Feed the Future Enabling Environment for Food Security project. The Feed the Future Enabling Environment for Food Security project aims to improve the business environment for agriculture in several countries, including Cambodia. The project has used the EBA Index to identify areas for improvement and to inform policy and programming. The project has also provided feedback to the World Bank on the EBA methodology and has worked to build awareness of the EBA Index among stakeholders. The EBA Index has been used to inform several global initiatives, including the Global Food Security Strategy (GFSS) and the Sustainable Development Goals (SDGs). The GFSS aims to strengthen inclusive agriculture systems that are productive and profitable, while the SDGs aim to improve access to basic services, genetic diversity, and water quality, among other goals.
