Abstract
The program has four objectives: increase confidence in governance based on participation in decision-making and management of community assets, empower government representatives to engage with the private sector and development actors, increase Somali engagement in creating a stable future, and support inclusive development by reducing gender gaps in stabilization and development initiatives. The program implementation, and contractual requirements, include the following Pool of In-Kind Activities (PIKAs): JSS030 & JSS032, JSS032, BRA008, BRA013, BRA013, BRA015, BRA015, BRA016, BRA017, BRA017, BRA018, BRA018, BRA021, BRA021, PSS009, PSS009, PSS011, PSS011, PSS014, PSS014, SNG009, SNG009, SOL008, SOL008, and SWS028. The Environmental Mitigation and Monitoring Report (EMMR) is required to address potential threats and negative impacts identified during screening. The report provides specific actions that TIS+ undertook to address these threats and negative impacts. The report also includes mitigation measures for specific PIKA activities, depending on local environmental requirements. TIS+ required construction contractors to implement appropriate mitigation measures during construction and submitted monitoring forms to the project oversight committees. The project oversight committees, composed of local community members, reviewed the monitoring forms and conducted monitoring reviews during site visits as needed. TIS+ also conducted capacity development training for grantee staff to ensure proper operation and maintenance of newly built infrastructure and mechanical systems.
