Abstract
This will help reduce deforestation and forest degradation directly attributable to charcoal production by approximately 7%. The activity will achieve these goals through five objectives: increasing household use of alternative technologies and/or fuels, supporting the Government of the Republic of Zambia (GRZ) to improve the business enabling environment for the private sector-led low-emission charcoal alternative technologies and/or fuels industry, improving charcoal law enforcement capacity, implementing a social behavior change and product marketing initiative, and supporting alternative sustainable livelihoods for charcoal-producing communities. The activity will be implemented over a period of five years, from January 5, 2021, to January 4, 2026. The first Annual Work Plan covers Fiscal Year 2021, spanning January 5, 2021, to September 30, 2021. The work plan is based on the U.S. Government Fiscal Year calendar, which consists of four quarters: October-December (Q1), January-March (Q2), April-June (Q3), and July-September (Q4). The activity will be managed and administered by Tetra Tech/ARD, with key personnel including Dr. Catherine Picard, Chief of Party, and Jason Girard, Project Manager. The activity will also involve collaboration with various stakeholders, including the GRZ, private sector companies, and non-governmental organizations. The activity will focus on several key areas, including increasing the use of alternative technologies and/or fuels, improving the business enabling environment for the private sector-led low-emission charcoal alternative technologies and/or fuels industry, and implementing a social behavior change and product marketing initiative. The activity will also support alternative sustainable livelihoods for charcoal-producing communities and ensure adaptive management to ensure the achievement of the activity's objectives. The activity will be monitored, evaluated, and learned through a Collaboration, Learning, and Adaptation (CLA) approach, which will involve the collection and analysis of data, as well as the identification of best practices and lessons learned. The activity will also involve the development of indicators and targets to measure progress towards the activity's objectives. The activity will be implemented in several locations in Zambia, including Lusaka, and will involve the engagement of various stakeholders, including the GRZ, private sector companies, and non-governmental organizations. The activity will also involve the development of partnerships with various organizations, including the Centre for Energy, Environment and Engineering Zambia, Ltd. (CEEEZ) and the Stockholm Environmental Institute (SEI). The activity will be funded by the United States Agency for International Development (USAID) through a contract with Tetra Tech/ARD. The activity will also involve the engagement of various consultants and experts to provide technical assistance and support to the activity. The activity will have several cross-cutting areas, including communications, gender and youth integration, and environmental compliance. The activity will also involve the development of a detailed budget and a deliverable schedule to ensure the effective implementation of the activity. Overall, the Alternatives to Charcoal Activity in Zambia aims to reduce charcoal energy consumption and promote the use of private sector-led low-emission charcoal alternative technologies and/or fuels to reduce deforestation and forest degradation. The activity will be implemented over a period of five years and will involve the engagement of various stakeholders, including the GRZ, private sector companies, and non-governmental organizations.
