Abstract

The Toolkit for Integrating LGBT Rights Activities into Programming in the E&E Region was prepared by Cary Alan Johnson, with assistance from Lepa Mladjenovic and Nicole Zdrojewski. The toolkit aims to provide guidance for USAID staff and partners on integrating LGBT issues into development programming in the Europe and Eurasia (E&E) region. The toolkit is divided into several sections, including an executive summary, introduction, and chapters on USAID's commitment to SOGI programming, guiding principles for integrating LGBT issues into USAID development programming, and LGBT issues by USAID program sectors. The recommendations emphasize the importance of addressing LGBT-specific issues, such as discrimination and violence, and promoting LGBT inclusion in development programming. In the democracy and governance sector, the toolkit recommends that USAID programs promote LGBT inclusion in electoral processes, support LGBT advocacy and activism, and address LGBT-specific issues in law enforcement and justice systems. In the economic growth sector, the toolkit recommends that USAID programs promote LGBT inclusion in the workforce, support LGBT entrepreneurship, and address LGBT-specific issues in labor laws and regulations. In the education sector, the toolkit recommends that USAID programs promote LGBT inclusion in education policies and practices, support LGBT-friendly schools and universities, and address LGBT-specific issues in teacher training and education curricula.
