Abstract
The program was implemented by Deloitte Consulting LLP under contract AID-552-C-11-00002 with the USAID/Honduras, Office of Democracy & Governance. The program's strategic framework focused on three key results: increasing civil society advocacy for improved local services, strengthening local institutional capacity to deliver decentralized services, and establishing structures and systems to implement reform. The program's goals and indicators were outlined in the Performance Management Plan (PMP) for Year Five, which included targets for civil society advocacy, local institutional capacity, and reform implementation. The program's performance assessment revealed significant progress in achieving its objectives. Civil society advocacy for improved local services increased, with 15 municipalities implementing participatory mechanisms and 14 municipalities collecting revenues from service taxes. Local institutional capacity to deliver decentralized services was strengthened, with 12 municipalities implementing the CUSP and 10 municipalities delegating services to urban JAAPS. The program also made progress in implementing reform, with 10 municipalities implementing the RUC and 8 municipalities implementing urban water plans. The program's small grants and small infrastructure projects components provided support to local governments, with 25 grants awarded and 15 small infrastructure projects completed. The program's rapid response fund was also utilized, with 5 projects funded. The program's gender component focused on increasing participation of women in local governance and service delivery. Women's participation in open town hall meetings increased, and women-headed households showed higher adoption rates for program activities. The program's communication strategy and training events also contributed to its success, with 20 training events conducted and 15,000 participants reached. The program's challenges and remedial actions were also documented, with a focus on addressing issues related to infrastructure development, market linkage facilitation, and equipment costs. The program's conclusions highlighted its achievements and lessons learned, with recommendations for future program implementation.
