Abstract
The program aimed to strengthen local institutional capacity to deliver decentralized services, increase civil society advocacy for improved local services, and establish structures and systems to implement reform. Initial assessments identified key challenges, including limited capacity of local governments to deliver services, inadequate infrastructure, and lack of transparency in service delivery. To address these challenges, the program implemented several interventions, including small grants, small infrastructure projects, and a rapid response fund. These interventions focused on improving local governance, increasing access to services, and enhancing transparency and accountability. The program also prioritized gender equality, with a focus on empowering women to participate in decision-making processes and access services. Training events were conducted to enhance the capacity of local government officials, civil society organizations, and community leaders. The program also established a communication strategy to promote transparency and accountability in service delivery. Key performance indicators included the number of local governments assisted, the number of men and women who received training, and the number of water boards that provided accountability reports. The program also tracked progress in implementing social oversight exercises, agreements between civil society and local authorities, and the implementation of the communications strategy's action plan.
