Abstract
The project is implemented by Chemonics International Inc. for the United States Agency for International Development (USAID). The project's objectives align with Peru's Journey to Self-Reliance, focusing on reducing corruption and improving public sector integrity. During the third quarter of 2020, the Peruvian political environment underwent significant changes, including the approval of a constitutional reform bill and a cabinet reshuffle. Despite these challenges, the project team successfully drove the co-creation process to an end with the final consensus-building workshop held at the end of the reporting period. The workshop provided evidence of the interest and commitment of Peruvian counterparts in enhancing transparency and integrity in public procurements. The project team made meaningful progress with private, public, and civil society sectors under several performance measures. These advances include a high-level webinar and key concept papers for strategic issues, piloting a training program for journalists in Lambayeque, bringing together stakeholders with shared objectives to generate value-added initiatives, and promoting dialogue between the public and the private sector on project-related issues. In collaboration with stakeholders, the team finalized and validated a complete guide that describes the full range of elements required for the integrity networks to function. The guide details show integrity standards will apply to the monitoring of prioritized public investment projects. This guide will serve as instrumental in spearheading the start-up of activities in the region by project partners, Transparencia and Proética. The project team will continue to make progress with activities that meet performance measures by providing technical assistance and training to support government and private sector-led initiatives. The pace at which the project team delivers activities will largely depend on the new status quo brought forth by the evolving COVID-19 pandemic. The project's technical activities are focused on strengthening prevention, control, and supervision mechanisms to reduce corruption. The project team and the Secretaría de Integridad Pública (SIP) collaboratively explored the adaptation of an existing technological tool to monitor the integrity index. However, the SIP and the Secretaria de Gobierno Digital (SEGDI) ruled out adopting this tool and decided to request assistance from the project to develop a dashboard instead. The project developed the resulting scope of work and will develop a dashboard that generates reports and graphs from the data generated by the integrity index system. The project convened a meeting to promote inter-agency dialogue around the topic of risk management to spearhead the identification of the specific support the project will provide the SIP for developing a methodology to detect and manage corruption risks. The SIP presented a more comprehensive description of their roadmap towards developing a methodology to detect and manage corruption risks. The project will provide support to pilot the model in the project's target regions.
