Abstract
The project, which began in October 2020 and concluded in September 2022, was led by Chemonics International Inc. in partnership with GovRisk, Transparencia, Proética, and other stakeholders. In Fiscal Year 2022 (FY22), Peru faced widespread political uncertainty, compounded by the COVID-19 pandemic and its economic implications. The project team, however, made significant advancements in the three key results under the proof-of-concept phase. For Result 1, target regional governments made progress in implementing the Public Integrity Model and achieving high scores in the Preventive Capacity Index (ICP) assessment. TPI facilitated an increase in compliance with Public Procurement Integrity Standards in prioritized investment projects, with the regional governments achieving compliance with 48 Integrity Standards by the end of FY22. For Result 2, TPI strengthened the Integrity Networks in priority regions, enhancing their capacity to reduce information asymmetries and exercise agency with regional governments. The oversight activities conducted by the Integrity Networks generated positive responses from the regional governments, and TPI facilitated strategic alliances between the Integrity Networks and local journalists' organizations to increase collaboration and provide information about their work. For Result 3, TPI secured the regional governments' buy-in for the development of technical and legal proposals to establish specialized public-private working groups to monitor and improve the quality of technical files of public works in Lambayeque, Piura, and Cusco. Through the Business Corruption Training Program for Companies (DEPE), TPI reached over 80 Small and medium-sized enterprises (SMEs) and discovered the reality of SMEs, their difficulties in a pandemic situation, and their nascent knowledge about integrity in general. TPI's results demonstrate strong progress towards all 13 indicators in prioritized projects, with the project achieving 100% of its FY22 indicator goals in 12 of the 13 indicators. The project exceeded 100% of its goals for six indicators and made significant advancements in the three key results under the proof-of-concept phase. The project team worked with its partners, USAID, and local counterparts to validate methodologies, tools, progress, challenges, and aspects that worked and merited scaling up. The start of scale-up activities coincides with the election of new regional and local government authorities throughout Peru, making it challenging to solidify the processes currently underway. The project team is taking strategic actions to ensure the continuity of TPI programming during the electoral process and subsequent political transition. TPI is working strategically with its partners to help position the issues of integrity, transparency, and the fight against corruption in the electoral agenda. The project's progress and results are analyzed in this report, which also includes the RAPI Fund and the annual Monitoring, Evaluation, and Learning (MEL) reports. The report highlights the challenges and opportunities for the TPI project to consolidate and scale-up its progress, contributing to integrity in Peru.
