Abstract
The partnership is part of the USAID-funded Ghana Water and Sanitation Project, which seeks to enhance access to safe water and improved sanitation for deprived communities in the Volta Region. The partnership agreement outlines the roles and responsibilities of each partner. Relief International, as the primary implementing partner, will deliver water and sanitation infrastructure, including boreholes, handpumps, hand-dug wells, latrines, and rainwater harvesting systems. The organization will also provide technical support to the local NGO partner, Edsam Social Network, and monitor and evaluate its performance. Edsam Social Network, as the local NGO partner, will be responsible for community mobilization, water and sanitation committee training, hygiene promotion, and household latrine promotion. The organization will also assist in the planning and implementation of project activities, including the siting of hand-dug wells and boreholes, and the identification of appropriate sites for rainwater harvesting. The Ho Municipal Assembly will provide oversight and leadership to the project, motivating the District/Municipal Steering Team and other key decentralized institutions to support the project activities. The assembly will also provide accurate information on water and sanitation issues for joint planning, facilitate the release of members of the District/Municipal Steering Team, and integrate the monitoring of project facilities and activities into its normal monitoring and evaluation plans. The partnership agreement also outlines the monitoring and evaluation framework for the project. The local NGO partner is required to submit an annual work plan, broken down into monthly work plans, to the Chief of Party and the District/Municipal Assembly. The plan will outline the objectives, activities, and expected outcomes of the project. The partnership will operate for an initial duration of one year, subject to renewal following an evaluation of milestones and favorable outcomes achieved. The agreement also outlines the procedures for the selection of local NGO partners, including a transparent vetting process that evaluates their past performance in the water and sanitation sector, functioning office and management structures, and evidence of their ability to carry out the project activities. The partnership aims to improve access to safe water and improved sanitation for deprived communities in the Ho Municipality, with a focus on 12 target communities. The project will also promote behavior change and hygiene practices among community members, with the ultimate goal of enhancing the quality of life of the poor and vulnerable in the region.
