The TWICECEKA (Let Us Speak Up) Activity is a three-year Cooperative Agreement between the United States Agency for International Development (USAID) and Women for Women International (WfWI)/Women for Women Rwanda (WfWR) to strengthen Rwandan civil society's ability to engage key stakeholders in the fight against Gender-Based Violence (GBV).

Abstract
The activity is implemented in eight districts: Bugesera, Kayonza, Kicukiro, Huye, Nyaruguru, Ngororero, Nyabihu, and Musanze. The results framework for TWICECEKA (Let Us Speak Up) Activity aims to achieve three main objectives: deepening knowledge about GBV's underlying social and power dynamics and legal frameworks among key justice sector players, creating or strengthening GBV accountability mechanisms via civil society-led advocacy and interventions, and improving referral systems for GBV survivors to benefit from improved access to a variety of services. During the period of January to March 2021, the following key achievements were recorded: eight CSOs organized meetings with district authorities to share achievements and learnings from the implementation of the project, psychosocial support was provided to 140 teen mothers in Huye and Kicukiro districts, and GBV-related messages were shared through individual phones during the lockdown period, reaching 34,415 people in Huye and Kicukiro districts. The activity also focused on providing support and follow-up to CSOs for the implementation of planned activities under TWICECEKA, reviewing and finalizing CSO exit strategy plans, conducting an Economic Empowerment Meeting, evaluating and documenting TWICECEKA achievements, developing and distributing referral boards, and preparing and holding a Lessons Learned event. The TWICECEKA (Let Us Speak Up) Activity is a collaborative effort between WfWI/WfWR and eight CSOs, including HAGURUKA, COPORWA, RWAMREC, FVA, KEEPCARE, RICH, ADEPE, and Umuhuza, to address GBV in Rwanda. The activity's interventions are designed to promote cooperative advocacy with the Rwandan government to implement its laws, policies, and programs to address GBV. The activity's results framework is guided by the following cross-cutting themes: gender, institutional capacity building, and social/disability inclusion. The TWICECEKA (Let Us Speak Up) Activity aims to build an increased awareness of GBV among civil society and the Government of Rwanda to implement laws and policies to address and prevent GBV. The activity's interventions are designed to address GBV in various ways, including providing technical assistance to CSO partners, facilitating structured, action-oriented networking among CSOs and government officials, and providing targeted technical assistance and resources to local CSOs to promote cooperative advocacy with the Rwandan government. The activity's focus on GBV is guided by the understanding that GBV is a significant challenge in Rwanda, affecting women and girls disproportionately. The TWICECEKA (Let Us Speak Up) Activity's approach to addressing GBV is centered on building the capacity of local institutions and CSOs to engage key stakeholders in the fight against GBV. The activity's interventions are designed to promote cooperative advocacy with the Rwandan government to implement its laws, policies, and programs to address GBV. The activity's results framework is guided by the following indicators: deepening knowledge about GBV's underlying social and power dynamics and legal frameworks among key justice sector players, creating or strengthening GBV accountability mechanisms via civil society-led advocacy and interventions, and improving referral systems for GBV survivors to benefit from improved access to a variety of services. The TWICECEKA (Let Us Speak Up) Activity's approach to addressing GBV is guided by the understanding that GBV is a complex issue that requires a comprehensive and multi-faceted response.
