Abstract
The program focuses on improving the living conditions of households, particularly in areas with ongoing emergency programs. The baseline evaluation of the program was conducted in November 2021, with the purpose of analyzing the information and generating a report of the results of the baseline survey. The evaluation proposal aimed to analyze the information and generate a report of the results of the baseline survey, including the values of the baseline indicators. The evaluation was carried out using quantitative and qualitative methods. The quantitative method involved a face-to-face survey in 1,082 randomly chosen households in the 89 target communities. The qualitative component was developed exclusively to answer some of the evaluation questions using in-depth interviews. Global Communities (GC) carried out the surveys, and a third-party consultant cleaned and analyzed the data. The evaluation aimed to assess the program's effectiveness in addressing the critical needs of the target communities. The indicators used to measure the program's impact included household food security, access to household non-food items, and water, sanitation, and hygiene practices. The evaluation also assessed the program's achievements, effectivity and efficiency, relevance, and linkages. The results of the evaluation showed that the program had achieved significant improvements in household food security, with 71% of households reporting that they were able to satisfy their basic needs. The program also showed improvements in access to household non-food items, with 85% of households reporting that they had adequate access to these items. Additionally, the program showed improvements in water, sanitation, and hygiene practices, with 90% of households reporting that they had soap and water at a hand-washing station in their facilities. The program's achievements were also attributed to the effective implementation of the project's interventions, including farmer training programs, infrastructure development, and market linkage facilitation. The evaluation concluded that the PARADELANTE program had made significant progress in addressing the critical needs of the target communities.
