Abstract
The project seeks to improve access, retention, and learning in education, while contributing to violence prevention and migration reduction in target communities. The project focuses on eight target municipalities: Tegucigalpa, San Pedro Sula, Choloma, La Ceiba, Comayagua, Puerto Cortés, El Progreso, and Tela. These municipalities are central to the 2020-2025 USAID/Honduras Country Development Cooperation Strategy (CDCS) under Development Objective 1 (DO1): Socio-economic Opportunities Improved to Reduce Irregular Migration and Development Objective 3 (DO3): Justice and Security Improved to Reduce Irregular Migration. Asegurando's four strategic project objectives are to: I. Improve schools' ability to reduce school-based violence and out-migration through creation of safe learning environments; II. Strengthen local networks that increase school safety and curb migration; III. Increase the capacity of the Ministry of Education (MOE) and social protection actors to prevent, respond to, report on, and monitor school-based violence; and IV. Lower risk factors and enhance protective factors for students that qualify for secondary prevention services (SPS) and are at risk of school drop-out and undocumented migration. The project works in schools, including primary schools and high schools, across the eight target municipalities. Asegurando strengthens education systems to address school-based violence, working to enhance the capacity of Government of Honduras (GOH) institutions, such as the MOE, the Ministry of Security (MOS), and other key social network actors at the national and municipal levels and local civil society organizations (CSOs). Asegurando incorporates findings and guidelines from the July 2021 "US Strategy for Addressing the Root Causes of Migration in Central America" into the design and implementation of activities. The project contributes to the second objective of the GOH 2010 Visión del País (Country Vision), promoting "strong systems of social protection," by supporting a commitment to democracy, security, and non-violence. It also responds to the Plan del País (Country Plan), by linking education and violence prevention through promotion of safe learning environments. The project's implementation is led by DAI Global, LLC (DAI), from February 23, 2017, to December 31, 2023. Asegurando works in collaboration with various stakeholders, including the MOE, the MOS, DINAF, National Police, the Prosecutor's Office for Children's Issues, district and departmental education directorates, municipal prevention committees and officials, the National Prevention Program (PNP), Municipal Education Councils (COMDEs), Councils for Education Development (CEDs), the School-for-Parents, civil society organizations (CSOs), faith-based organizations, other service providers, and families. Asegurando's activities are designed to achieve the project's objectives, including the creation of safe learning environments, strengthening local networks, increasing the capacity of the MOE and social protection actors, and lowering risk factors and enhancing protective factors for students. The project's implementation is guided by a results framework and theory of change, which outlines the expected outcomes and impact of the project's activities. The project's geographic coverage includes eight target municipalities in Honduras, with a focus on improving access, retention, and learning in education, while contributing to violence prevention and migration reduction in target communities. Asegurando's implementation is expected to have a positive impact on the lives of students, teachers, and communities in Honduras, contributing to a safer and more supportive learning environment.
