The University Support Workforce Development Program (USWDP) aims to strengthen the management capacity of the Ministry of Higher Education (MoHE) in Afghanistan.

Abstract
The program focuses on enhancing the quality assurance and accreditation processes, improving the management of MoHE's administrative functions, and promoting financial autonomy of public universities. To achieve these objectives, the USWDP will conduct a professional development needs assessment of MoHE officials and university staff involved in the quality assurance and accreditation process. A professional development plan will be developed for selected MoHE staff, and a training curriculum will be provided to enhance their skills and knowledge. The program will also provide technical assistance to the MoHE in refining quality assurance processes, including institutional self-assessment reports, peer-reviews, and site visits. Additionally, the USWDP will facilitate the MoHE's affiliation with international quality assurance and accreditation bodies, such as the Council for Higher Education Agency (CHEA) and the International Quality Group. Furthermore, the program will provide technical assistance to the Curriculum Commission to improve assessments, review follow-up, and add soft-skills and entrepreneurship skills to selected programs. The USWDP will also develop a process for universities to solicit input from public and private employers on curriculum updates. The USWDP will also focus on improving the management of MoHE's administrative functions, including strategic planning, strategic planning, and monitoring and evaluation. The program will provide technical assistance to the MoHE in developing and implementing policies and procedures for financial autonomy, including the development of a financial autonomy plan and the implementation of a training program for senior leadership and staff. In addition, the USWDP will provide technical assistance to the MoHE in improving the management of student and faculty data, including the development of a data management system and the implementation of a data analysis tool. The program will also provide technical assistance to the MoHE in developing a gender-sensitive training program for MoHE and selected universities. The USWDP will also focus on improving the management of public universities, including the development of a policy and procedural framework for financial autonomy. The program will provide technical assistance to the MoHE in developing a financial autonomy plan and implementing a training program for senior leadership and staff. The USWDP will also provide technical assistance to the MoHE in developing a capacity development plan, including a needs assessment, coaching, and training for staff members. The program will also provide technical assistance to the MoHE in developing a mentorship program for all three divisions of the MoHE.
