Abstract
This plan outlines the framework for monitoring, evaluating, and learning from the health project's activities and interventions. The health project aims to improve health outcomes in the Philippines, with a focus on reducing unmet need for modern family planning and addressing the estimated TB burden. The project's results framework is aligned with the USAID Philippines Country Development Cooperation Strategy (CDCS) 2019-2024, which emphasizes improving health outcomes and reducing poverty. The health project's performance indicators are tracked through various platforms, including the Health Project Performance Indicator Tracking Tables (PITT). The project's baseline and targets for these indicators are outlined in the plan, with a focus on measuring progress towards the project's objectives. The plan also outlines the evaluation questions and methods for assessing the project's performance. The evaluation will focus on assessing the project's impact on health outcomes, as well as its effectiveness in addressing the unmet need for modern family planning and TB burden. The evaluation will use a combination of quantitative and qualitative methods, including surveys, focus groups, and case studies. The learning agenda for the project is focused on identifying best practices and lessons learned from the project's interventions. The plan outlines the learning activities and products that will be developed to address the project's learning questions. These activities will include research, documentation, and dissemination of knowledge products. The plan also outlines the roles and responsibilities of the implementing partners and the USAID/Philippines Office of Health in managing the project's performance data. The plan includes a timeline for updating the MEL plan and a change log to track changes to the plan. The health project's monitoring and evaluation framework is designed to ensure that the project is meeting its objectives and making progress towards its results framework. The plan provides a comprehensive framework for monitoring, evaluating, and learning from the project's activities and interventions.
