Abstract
policy paper, which urges a positive approach based on the interdependence of urban and rural economies and on the advantages which migration can have in countries that have surplus rural populations. A.I.D."s urban development strategy, it is argued, should seek to address causes, not symptoms, of the problems posed by rural to urban migration and should be implemented on a country-to-country basis, taking into consideration the size of urban populations, the relative productivity of urban investments, and the priority needs of the country. The strategy"s specific content should be related to A.I.D."s four major policy emphases - private enterprise development, policy reform, institutional development, and technology transfer. Examples of programs which support these emphases are provided. An appendix provides additional background information on the quantitative dimensions of the problems posed by rural to urban migration and on current A.I.D. policy and programs pertinent thereto.
