Abstract
The project supports the Government of Nigeria through its agencies at the federal, state, local government area (LGA), and community levels to reduce under-five and maternal mortality by delivering quality services for managing malaria and its complications and preventing malaria during pregnancy and in children under five. PMI-S is an indefinite delivery, indefinite quantity contract with several task orders (TOs). This report covers the period fiscal year (FY) 23 quarter (Q) 1 (October-December 2022) for TO 03. High performance in malaria cascade indicators in health facilities (HFs) in the 4 supported TO O3 states in FY23 Q1 was achieved. Malaria cascade indicators are a set of indicators for monitoring the quality of malaria case management. In FY 2023 Q1, the four TO 03 supported states achieved greater than 98% parasitological testing for suspected malaria (fever cases) as well as >98% treatment rates for all confirmed uncomplicated malaria cases. This high achievement was enabled by sustained efforts by PMI-S to ensure adherence to the malaria diagnosis and treatment guidelines across all HFs in the states through the dissemination of the guidelines, capacity building on malaria case management, clinical meetings, and mentoring with clinicians at secondary and tertiary HFs, HF monitoring and supportive supervision, and PMI-S efforts in improving documentation and the reporting of quality malaria data. Key results for FY23 Q1 include high performance in malaria cascade indicators in HFs in the 4 supported states, improved NHMIS timeliness and reporting rates for public and private HFs, steady progress in the proportion of pregnant women attending ANC who received IPTp 2 and IPTp 3, and improved coverage and quality of community child health services in Ebonyi. HFs receiving PMI direct commodity support achieved higher testing rates of suspected malaria cases, lower malaria test positivity rates (TPR), and higher treatment rates for confirmed malaria cases compared to HFs that do not receive PMI-commodity support across all supported states. This could be attributed to the sustained availability of malaria commodities in these facilities and higher capacities and skills in malaria case management acquired during case management training and more frequent supportive supervision compared to the non-supported HFs.
