Grant to the Kenya Human Rights Commission"s Legal Resources Foundation for a program to promote democracy through participatory civic education efforts.
1996

Abstract
There will be three main activities: educational theater, workshops and lectures, and publications. The Foundation will produce two plays: one on the theme of constitutional reform, using the analogy of a cooperative society; the second on the theme of apathy and aimed at establishing why it is important for all to take part in sustaining democracy in Kenya. The plays will be performed, in both English and Kiswahili, throughout the country, for 40 performances in all, before some 12,000 people. Second, participatory awareness-raising lectures on the Constitution and other laws needing reform will be presented in areas where the plays are performed. Similar lectures will be presented in other areas to women"s groups, secondary schools, middle level colleges, churches, and other organized entities. In addition, the Foundation will hold presentations on such issues as "quality voting" (electing leaders who are qualified, transparent, and have a proven track record) and the process of voting (how and where to register and vote, and what to do if one is refused registration). A total of 54 lectures will be presented in the language best understood by the particular audience. A user-friendly manual on topics to be covered by the lectures will be disseminated to other civic education groups. Publications financed under the grant will include: (1) a handy pamphlet on legal and constitutional reform; (2) the "lectures in civic education" training manual; and (3) stickers and posters with catchy messages on democratic issues, for distribution at theater and lecture sites.
