Abstract
The program is implemented by Management Sciences for Health (MSH) under the terms of Contract Number AID-669-C-15-00001, with funding from the US Agency for International Development (USAID) and USAID Liberia. The program's objectives for Year 1 include developing leadership, management, and governance capacity of the MOH at all levels, strengthening the Ministry of Public Works' (MPW) capacity to manage water supply infrastructure improvements, institutionalizing Quality Assurance and Quality Improvement (QA/QI) initiatives to improve health care service delivery, strengthening human resources for health management, improving supply chain management, increasing the financial sustainability of services, and strengthening the health management information system. During Quarter 4 (Q4 FY15), the program made significant progress in achieving these objectives. In terms of leadership, management, and governance capacity, the MOH's County Health and Social Welfare Teams (CHSWTs) were strengthened through training and mentoring, and the MOH's leadership and management capacity was enhanced through the development of a strategic plan and the establishment of a Quality Management Unit (QMU). The program also made progress in strengthening the MPW's capacity to manage water supply infrastructure improvements, with the development of a water supply infrastructure improvement plan and the establishment of a Supply Chain Management Unit (SCMU). Additionally, the program institutionalized QA/QI initiatives to improve health care service delivery, with the development of a QA/QI framework and the establishment of a Quality Assurance and Quality Improvement Committee. In terms of human resources for health management, the program strengthened the MOH's human resources management capacity through the development of a human resources management plan and the establishment of a Human Resources Information System (HRIS). The program also improved supply chain management through the development of a supply chain management plan and the establishment of a Supply Chain Management Unit (SCMU). Furthermore, the program increased the financial sustainability of services through the development of a financial sustainability plan and the establishment of a Performance-Based Financing (PBF) system. Finally, the program strengthened the health management information system through the development of a health management information system plan and the establishment of a Health Management Information System (HMIS). The program's monitoring and evaluation activities included the development of a monitoring and evaluation plan, the establishment of a Monitoring and Evaluation Committee, and the collection and analysis of data on program performance. The program's program management, finance, and administration activities included the development of a program management plan, the establishment of a Program Management Committee, and the management of program finances and administration. The program's upcoming events included a program review meeting and a planning meeting for the upcoming year. The program's staff and consultants included a team of experts in health systems strengthening, leadership and management, QA/QI, human resources for health management, supply chain management, and financial sustainability.
