Abstract
The project focused on three main components: clinics, schools, and bridges. The project was managed by CDM Smith, a consulting firm, under a task order with the United States Agency for International Development (USAID). The project's progress was monitored through a Management Information System (MIS), which was verified to be operating effectively in March 2014. The MIS was used to document and validate quality assurance and quality control processes, record and control physical and financial progress, produce executive reports, and store support information for the payment certificate process. Significant events during the first quarter of 2014 included the technical recommendation for the final design phase of the Acahuapa Bridge, the technical approval for the final design of the San Antonio Bridge, and the suspension of works on the San Antonio Bridge due to construction permit issues. The GOES decided to continue with the procurement process of the San Ildefonso clinic instead of the Jerusalén clinic. In the second quarter of 2014, CDM Smith recommended that USAID issue the notice to proceed to mobilize to the D/B contractor for the Acahuapa Bridge, and issued technical recommendations for the acceptance of the geotechnical and geological studies, design of piles, foundations, and footings, and final design of columns, beams, and abutments of the Acahuapa Bridge. OMNI began mobilization to the site and initiated preliminary works on the Acahuapa Bridge. The project's budget was reprogrammed in March 2014 to extend the completion schedule through July 31, 2015, and to include additional personnel. The reprogrammed budget included an estimated total accrued amount through December 29, 2014, and a total estimated cost through July 31, 2015, presented by quarters. The project's progress was also monitored through a reprogramming schedule, which included the following tasks: reprogramming of services, reprogramming of budget, and USAID biodata forms for proposed personnel. The reprogramming schedule extended the completion schedule through July 31, 2015, and included a reprogrammed budget with an estimated total accrued amount through December 29, 2014, and a total estimated cost through July 31, 2015, presented by quarters. The project's main events during the year 2014 included the San Antonio Bridge inauguration on July 16, the award of the D/B contract for schools to ARCO Ingenieros on August 26, the notice to proceed to final design of schools on September 24, and the Acahuapa Bridge inauguration on December 11. The project's status as of December 2014 was as follows: one bridge was completed and the single remaining bridge was in the process of closeout/handover, seven schools were in the final design stage, and one clinic was under the procurement process. The project's budget status as of December 31, 2014, was as follows: the total incurred to date was $14,111,111, and the estimated costs at completion were $17,111,111. The project's reprogramming schedule included the following tasks: task monitoring, execution monitoring plan for the last quarter of 2014, and reprogramming schedule. The project's conclusions and recommendations included the following: the Acahuapa Bridge was completed and inaugurated on December 11, 2014; the schools were in the final design stage; and the clinics were under the procurement process. The project's recommendations included the following: the Acahuapa Bridge should be maintained and monitored to ensure its durability and safety; the schools should be designed and constructed to meet the needs of the local community; and the clinics should be designed and constructed to meet the needs of the local community.
