Abstract
The plan was prepared by MWH Americas, Inc. under contract AID-391-C-13-00002 for the United States Agency for International Development (USAID) in December 2013. The project context is characterized by a short timeline, with the dam construction expected to be completed within a few years. The impetus for the plan is the requirement by USAID and the World Bank for a comprehensive information and consultation plan. The plan aims to ensure that all stakeholders, including project-affected people, local administration, NGOs, and other stakeholders, are informed and consulted throughout the project.
