Abstract
Agency for International Development (USAID) Environmental Compliance Guidance for Subaward Recipients is a document that provides guidance for private volunteer organizations (PVOs) and non-governmental organizations (NGOs) that are recipients of USAID funds. The document outlines the requirements for environmental compliance and provides a framework for subaward recipients to meet these requirements. The guidance emphasizes the importance of environmental compliance and the need for subaward recipients to identify and mitigate potential environmental threats associated with their project activities. The document provides a three-phase plan for environmental mitigation and monitoring, which includes identifying potential environmental threats, developing a mitigation plan, and monitoring the implementation of mitigation measures. The Environmental Verification Form (EVF) is a critical component of the environmental compliance process. The EVF requires subaward recipients to review their proposed activities against a pre-defined list of program activities that may pose an environmental risk. The form must be completed by an authorized individual from the recipient organization and submitted for review prior to the implementation of activities. The Environmental Mitigation and Monitoring Plan (EMMP) is a key document that outlines the activities requiring mitigation, describes the environmental threats posed by the program activities, and indicates the plan for monitoring the implementation of mitigation measures. The EMMP template provided in Annex C can be tailored to the specific activities proposed under the project's workplan. The Environmental Mitigation and Monitoring Reporting (EMMR) Form is used to report on the status of mitigation measures implemented under the subaward. The form must be submitted each year and/or prior to the end of the project and includes information on the mitigation measures, their status, and any issues that may affect their effective implementation. The document also emphasizes the importance of environmental compliance in trainings, particularly for health care workers. The World Health Organization's (WHO) healthcare waste management minimal program checklist and action plan are included in Annex E, and the disposal and treatment methods suitable for different categories of healthcare waste are included in Annex F. Overall, the USAID Environmental Compliance Guidance for Subaward Recipients provides a comprehensive framework for subaward recipients to meet the USAID environmental compliance requirements and to ensure that their project activities do not harm the environment.
