Abstract
The project aims to mitigate and reconcile conflicts in the Tanganyika Province of the Democratic Republic of Congo (DRC). The security situation in the province improved during the quarter, with hundreds of militiamen ceasing hostilities and surrendering to authorities. However, some incidents related to armed conflict and criminality were recorded, including clashes between the Force Army of the Democratic Republic of Congo (FARDC) and armed militia, village invasions, and robbery of convoys. The project team, led by the Program Manager, includes staff members with various expertise, including Monitoring and Evaluation, Capacity Development and Gender, Finance and Grants, and Logistics. The team conducted orientation and capacity-building workshops for local partners, which included training on project procedures and policies. The project implemented Behavior Change Communication (BCC) through a people-to-people (P2P) approach, including public awareness, education through door-to-door visits, radio broadcasts, and focus group meetings. The project also mapped interventions and conducted local partner's achieved scooping activities. The project team attended various coordination meetings, including meetings with local authorities, local partners, and inter-agency coordination meetings. These meetings aimed to better coordinate project implementation, share security information, and formulate recommendations to achieve assigned objectives. The project's progress towards objectives is reported in the quarterly report, which includes updates on planned and achieved activities, as well as lessons learned and challenges faced. The report also highlights the project's success story, which includes the development of a Year One Implementation plan and the orientation and capacity-building workshop for local partners. The project's Monitoring, Evaluation, and Learning Plan (MELP) indicators are also reported, which include success stories and lessons learned. The report concludes with planned activities for the third quarter of fiscal year 2019 and recommendations for future implementation. The project's geographic focus is on the Tanganyika Province of the DRC, with a specific emphasis on the Kalemie, Nyunzu, Manono, and Kabalo areas. The project's timeframes are reported in the quarterly report, which covers the period from January 1 to March 31, 2019. Overall, the USAID-funded Tanganyika Conflict Mitigation and Reconciliation Project aims to mitigate and reconcile conflicts in the Tanganyika Province of the DRC, with a focus on Behavior Change Communication, capacity building, and coordination with local authorities and partners.
