The Global Health Supply Chain Technical Assistance (GHSC-TA) Francophone Task Order continued its contributions to the realization of key global health initiatives' targets, guided by the priorities of the different country programs and the United States Agency for International Development (USAID) missions.

Abstract
During this quarter, the project implemented activities toward strengthening supply chain systems in Francophone countries of West Africa and Haiti to ensure availability and timely access to essential health products and services in support of Family Planning 2020 (FP2020), the President's Malaria Initiative (PMI), the President's Emergency Plan for AIDS Relief (PEPFAR), as well as to provide support to improve access to tuberculosis (TB) and maternal child health (MCH) commodities. In support of the goal of Family Planning 2020 (FP2020) aimed at expanding access to family planning information, services, and supplies to an additional 120 million women and girls in 69 of the world's poorest countries by 2020, the GHSC-TA Francophone TO team in Benin assisted the Direction de la Santé de la Mère et de l'Enfant (DSME) and the Centrale d'Achat des Médicaments Essentiels (CAME) to monitor and update the supply plans for family planning/reproductive health (FP/RH) products and shared the status of current orders within the pipeline. The project also collaborated with the young professional logisticians (YPLs) to assist the Ministry of Health (MoH) with collecting routine logistics data to support the monitoring of various monitoring and evaluation (M&E) indicators for FY19 Q4. The review of routine logistics data showed that 25 percent of the products were out of stock at the service delivery point (SDP) level this quarter. Compared with FY19 Q4, performance of this indicator has worsened by 14 percent and remained above the 5 percent target. Products with high stock out rates included Levonorgestrel/Ethinyl Estradiol 150/30 mcg +Fe 75 mg, 28 Tablets/Cycle (48 percent), Levonorgestrel 1.5 mg, 1 Tablet (78 percent), and Female Condoms (51 percent). FP/RH product stockouts are mainly due to the fact that there is little demand for some of the methods/products, therefore health facilities are not ordering these products frequently enough. In Haiti, the GHSC-TA Francophone TO team collaborated with the Direction de la Santé de la Famille (DSF) and the Pharmacie Nationale d'Approvisionnement (PNA) to monitor and update the supply plans for TB and MCH commodities. The project also assisted the Ministry of Health (MoH) with collecting routine logistics data to support the monitoring of various M&E indicators for FY19 Q4. The review of routine logistics data showed that 15 percent of the products were out of stock at the SDP level this quarter. Compared with FY19 Q4, performance of this indicator has improved by 10 percent and remained below the 20 percent target. Products with high stock out rates included Rifampicin 150 mg, 100 Tablets (30 percent), Isoniazid 100 mg, 100 Tablets (25 percent), and Ethambutol 400 mg, 100 Tablets (22 percent). In Senegal, the GHSC-TA Francophone TO team collaborated with the Direction de la Pharmacie et du Médicament (DPM) and the Pharmacie Régionale d'Approvisionnement (PRA) to monitor and update the supply plans for FP/RH products. The project also assisted the Ministry of Health (MoH) with collecting routine logistics data to support the monitoring of various M&E indicators for FY19 Q4. The review of routine logistics data showed that 10 percent of the products were out of stock at the SDP level this quarter. Compared with FY19 Q4, performance of this indicator has improved by 5 percent and remained below the 15 percent target. Products with high stock out rates included Levonorgestrel/Ethinyl Estradiol 150/30 mcg +Fe 75 mg, 28 Tablets/Cycle (20 percent), Levonorgestrel 1.5 mg, 1 Tablet (18 percent), and Female Condoms (15 percent). The GHSC-TA Francophone TO team also provided technical assistance to the Ministry of Health (MoH) in Benin, DRC, and Senegal to strengthen their supply chain management systems. The project assisted the MoH in developing and implementing standard operating procedures (SOPs) for supply chain management, including procurement, storage, and distribution of health products. The project also provided training to MoH staff on supply chain management, including logistics data management and monitoring and evaluation (M&E) of supply chain performance.
