Abstract
The activity is part of the Country Development Cooperation Strategy (CDCS) and is implemented by the United States Agency for International Development (USAID) in partnership with the Government of Guatemala (GoG) and other stakeholders. The BEQT Activity focuses on several key objectives, including increasing the number of learners who attain a minimum grade-level proficiency in reading at the end of primary school, improving the quality of classroom instruction, and strengthening the education system. To achieve these objectives, the activity implements a range of interventions, including teacher training, community involvement, and data collection and management. The activity uses a performance management approach to track progress and measure results. This approach includes the use of performance indicators, such as the number of learners who attain a minimum grade-level proficiency in reading, the number of educators who complete professional development, and the number of education administrators and officials who complete professional development activities. The activity also uses a data quality assessment framework to ensure that data is accurate, reliable, and consistent. The BEQT Activity works closely with the Ministry of Education (MoE) and other partners to implement its interventions and monitor progress. The activity also engages with civil society organizations (CSOs), nongovernmental organizations (NGOs), and other stakeholders to leverage resources and expertise. The activity's monitoring, evaluation, and learning (MEL) team is responsible for tracking progress, identifying areas for improvement, and adapting the activity's interventions as needed. The activity's results framework outlines the expected outcomes and indicators for each objective. For example, the activity aims to increase the number of learners who attain a minimum grade-level proficiency in reading by 20% by the end of the activity. The activity also aims to improve the quality of classroom instruction by increasing the number of educators who complete professional development by 30%. The BEQT Activity uses a range of data collection and management tools, including the Education Management Information System (EMIS) and the Dropout Early Warning System (DEWS). The activity also uses a data quality assessment framework to ensure that data is accurate, reliable, and consistent. The activity's MEL team works closely with the MoE and other partners to analyze data, identify trends, and inform decision-making. The activity's learning agenda outlines the research questions and topics that will be explored during the activity.
