Abstract
The CLAIM IDIQ offers services to support CLA, including project design and implementation support, evaluations and assessments, monitoring and data functions, organizational learning, activity mapping, performance and adaptive management, scenario planning, knowledge management and dissemination, roundtable/meeting/workshop support, and targeted training in monitoring and evaluation (M&E) for Mission staff, implementing partners and Government of India staff. No requests for task order proposals were received this quarter, and no new task orders were awarded. Panagora is implementing work orders (WO) issued under Task Order 1, modification number 3, per its year two work plan. The WOs included in the year 2 work plan are summarized in Exhibit 1 below. Each work order has an approved scope of work (SOW), work plan, and estimated budget. The "Project/Activity Design and Support for Program Monitoring" WO is intended to provide flexible, on-demand support to the Program Support Office (PSO) for assignments related to CDCS programming, design, and strategy. Panagora continues to organize its home office management resources to align with the volume of concurrent and overlapping activities and timelines. This quarter, the team size has been gradually reduced to align with a decreasing workload. The home office roles in work order management are summarized in Exhibit 2 below. Panagora has also maintained consistent protocols for effective communications and coordination between home office staff, WO teams, and subcontractor Grant Thornton Bharat LLC (GTB) to ensure close management of activities and with USAID for planning and coordination of tasks. The CLAIM IDIQ Director holds frequent on-demand meetings with the Contracting Officer's Representative (COR) on specific topics related to CLAIM implementation. Panagora and USAID have agreed to first recruit, select, and then contract the team leaders/consultants whose initial deliverable is an inception plan approved by the COR before work begins. Panagora works with subcontractor GTB to recruit local team members for each of the WOs. The status of work order recruitment as of June 30, 2021 is summarized in Exhibit 3 below. The Greening the Grid (GtG) Project Final Performance Evaluation and the Assessment of FSO Programs work orders have been supported by local consultants and logisticians provided by GTB. Panagora has contracted GTB for these services under two separate fixed-priced, deliverable-based subcontracts. The Technical Support to the Program Management Unit (PMU): Final Performance Evaluation WO has been modified to encompass three WASH activities. One of the WOs, MEL Training for Capacity Building, has been put on hold owing to the COVID-19 pandemic in India. The CLAIM IDIQ Director meets bi-weekly with the Activity Management Team (AMT) and maintains weekly check-in calls with team leaders (TLs) to discuss questions, progress, and problem-solve. Weekly coordination and communication protocols include check-in meetings with USAID, work order progress updates, and team recruitment status. Panagora has adjusted the frequency and modalities of these touch points according to needs.
