Abstract
EE4D helps countries access technical assistance to access technical assistance for standards and retrofits, market priming and financing, and policy planning interventions necessary to rapidly and effectively scale up energy efficiency. The International Database of Efficient Appliances (IDEA) tool enables EE4D to gather energy and performance data for appliances, electronics, and other equipment to evaluate the full impact of energy efficiency standards and labeling programs. IDEA employs a unique set of algorithms to match manufacturer model numbers to government certification for a more complete picture of energy efficiency. The result is a standardized data for retail appliance data and a searchable database for data retrieval. IDEA provides detailed datasets at a lower cost than traditional methods, making it a valuable resource for a range of applications, including baseline determination, international benchmarking, market tracking, efficiency indicators, and efficiency-price relationship. The tool has been deployed in various countries, including Indonesia and South Africa, to evaluate the efficiency of air conditioners and establish the efficiency baseline for appliances. In Indonesia, IDEA was used to evaluate the efficiency of air conditioners and provide policy recommendations. The analysis revealed that most air conditioners already exceeded the most stringent ratings, indicating no impact from current regulations. In South Africa, IDEA was used to collect and analyze appliance retail data and establish the efficiency baseline for appliances. The tool leveraged existing labeling programs to compare current efficiency levels to those announced in 2011, 2015, and 2015, and estimated potential energy savings from the program. The EE4D program provides technical assistance to energy system planners, regulators, and utility managers to overcome challenges with implementing energy efficiency. The program is supported by the Center for Environment, Energy and Infrastructure of the Bureau for Development, Democracy and Innovation at USAID.
