Abstract
The training emphasized the importance of Human Resources for Health (HRH) in achieving HIV-related goals, particularly in the context of the COVID-19 pandemic. PEPFAR supported over 210,000 health workers in FY20, and these staff members played a crucial role in adapting to the pandemic and continuing HIV services. A new HRH reporting requirement was introduced to better capture staffing and related expenditures. This requirement is critical for further advancement and sustaining HIV gains over the next five years. The existing data does not provide sufficient insight into the entire footprint of investment, and more robust data is needed to optimize and increase accountability of HRH investment. The new requirement will provide insight into staffing function, location, and compensation, enabling stronger leverage of PEPFAR-supported staff during the COVID-19 response. The new PEPFAR HRH Inventory includes several key data elements, including HRH_CURR, which captures PEPFAR-supported workers working on HIV-related activities, and HRH_STAFF_NAT, which captures all workers working on HIV-related activities. The inventory also includes data on pre-service training, personnel, fringe benefits, and contractual staff. The new requirement is different from the existing HRH_CURR in several ways, including the collection of individual-level data, a more extensive list of cadre categories, and the inclusion of all PEPFAR-funded staff across Prime and Sub-Recipients. The new HRH inventory is aligned with expenditure reporting (ER) and collects data on employment titles, mode of hiring, primary program areas, and expenditure. The inventory separates salary/contract expenditure from fringe expenditure, which is the same as ER. The format and reporting structure of the new HRH inventory include an Excel template, which will be available on October 1st within the new HRH DATIM App. All mechanisms that report to ER should report to the HRH Inventory, and applicable mechanisms for HRH inventory reporting include Subrecipient partners submitting completed templates to Prime partners, who then consolidate prime and subrecipient staffing and submit one template per Implementing Mission (IM).
