Abstract
The program, which began in 2018, focuses on enhancing the quality of education in public elementary and secondary schools. Key interventions include teacher training, school infrastructure development, and community engagement. The ABC+ program targets 1,500 schools across 15 regions in the Philippines, with a focus on disadvantaged areas. Initial assessments identified gaps in teacher capacity, inadequate school facilities, and limited community involvement as major challenges. To address these issues, the program implemented a range of activities, including teacher training programs, school renovation, and community-based initiatives. Teacher training is a critical component of the ABC+ program. More than 10,000 teachers received training in instructional methods, classroom management, and subject-specific content. The training programs were designed to improve teacher effectiveness and student learning outcomes. School infrastructure development is another key area of focus, with a focus on renovating and constructing new school buildings, improving sanitation and hygiene facilities, and enhancing access to technology. Community engagement is also a vital aspect of the ABC+ program. The program works with local communities to develop and implement school improvement plans, establish parent-teacher associations, and promote community involvement in education. This approach aims to build ownership and accountability among stakeholders, ultimately leading to improved education outcomes. The ABC+ program has made significant progress in its first four years, with notable improvements in student learning outcomes, teacher effectiveness, and community engagement. Mid-term evaluation results show that student achievement in reading and mathematics has increased by 20% and 15%, respectively, compared to baseline levels. Teacher effectiveness has also improved, with 80% of teachers reporting increased confidence in their instructional abilities. Community engagement has been strong, with 90% of parents and community members reporting increased involvement in school activities.
