Abstract
The project is divided into three components, with the first component focusing on developing the legal and policy framework for the mining sector. This involves reforming the extractive sector policy and regulations to align with international norms, and strengthening the capacity of the Ministry of Mines and Petroleum (MoMP) to monitor the activities of private firms. The MIDAS project is consistent with the U.S. Economic Transition Strategy for Afghanistan, which emphasizes the importance of sustainable macroeconomic and fiscal policies, strengthened governance, capacity, and economic structure in supporting growth. The project is also aligned with USAID Forward, which promotes sustainable development through high-impact partnerships and local solutions. Component I of the MIDAS project focuses on reforming the legal and regulatory regime of the extractive sector. This involves providing technical assistance to MoMP to continue its efforts to bring the legal and regulatory regime into alignment with international norms. The goal is to establish MoMP as the primary regulatory authority for the extractive sector, and to promote business activities and revenue generation by being better aligned with international norms. Key results for Component I include the establishment of a legal and regulatory framework that promotes business activities and revenue generation, and the substantial progress toward establishing a legal and regulatory regime that encourages domestic and foreign investment in the extractive sector. The project also aims to ensure appropriate financial gains, rights, and protections for the people of Afghanistan. The MIDAS project is implemented by ECC Water & Power LLC, with a team of experts providing technical assistance to MoMP. The project has made significant progress in its first year, with the Ministry adopting new legislative instruments for the extractives sector and making progress toward establishing a legal and regulatory regime that aligns with international norms. The project's success is measured through a range of key performance indicators, including the establishment of a legal and regulatory framework, the strengthening of MoMP's capacity, and the promotion of business activities and revenue generation in the extractive sector. The project's progress is also monitored through regular reporting and evaluation, which provides insights into the project's effectiveness and identifies areas for improvement. The MIDAS project has the potential to transform the mining sector in Afghanistan, promoting sustainable development and economic growth through the efficient and responsible development of the sector. The project's focus on reforming the legal and regulatory regime, strengthening MoMP's capacity, and promoting business activities and revenue generation is critical to achieving this goal.
