Abstract
The Activity partners with the Lao government, civil society organizations, and the private sector to develop and implement national disability-inclusive policies. The Activity focuses on equal access to health and rehabilitation services, economic opportunities, and social services. Interventions will be implemented in Vientiane Capital and the provinces of Xieng Khouang and Savannakhet. The project uses a systems approach, focusing on government ownership of disability-inclusive policies and rehabilitation services. Capacity building is a core component of the USAID Okard Activity. The Training Unit, headed by the Training and Capacity Building Unit, will oversee all training and capacity building development and implementation. The Training Unit will focus on three main areas: capacity building for government ministries, departments, and service providers; targeted capacity building for sub-recipients, including DPOs and NPAs; and training and capacity building for Community-Based Inclusive Development (CBID) teams. The CBID Demonstration Model is an evidence-based approach that aims to promote an inclusive society by working with and empowering persons with disabilities, local groups, and institutions. The model focuses on two key components: case management and community mobilization. The CBID teams will directly support persons with disabilities to identify barriers to their economic self-sufficiency and optimal functioning. Core competencies of a CBID Team include practicing with professionalism, practicing in an ethical manner, using critical thinking and judgment, respecting human diversity, and advancing the rights of persons with disabilities. By acquiring and mastering these competencies, the CBID team will be able to engage in an ongoing interactive process with persons with disabilities, their families, local authorities, and community actors. The USAID Okard Activity aims to create an environment where persons with disabilities are empowered to participate in society. The Activity works towards improving access to health and rehabilitation services, strengthening health systems, and increasing employment opportunities for persons with disabilities and their households. The Activity will be implemented through sub-recipients from the Government of Lao PDR, INGOs, and NPAs. The Training Unit will develop curriculum outlines and materials that reflect clear objectives and build on other trainings. The Activity will also focus on reflection, setting goals, and regular follow-up for effective capacity building. The USAID Okard Activity will have a significant impact on the lives of persons with disabilities and their households in Laos. By promoting an inclusive society, the Activity will empower persons with disabilities to contribute to their communities and contribute to the overall development of the country.
