USAID Peru Local Adaptation Plan of Action LAPA

The plan was prepared by Engility Corporation and the University of Austin-Texas, with support from the American people through the United States Agency for International Development (USAID). The plan aims to contribute to a resilient development to climate change, combining the management of water resources, disaster risk management, and local development planning with an adaptation to climate change approach. The plan was developed through a participatory process involving different stakeholders, including local communities, authorities, and organizations. The process included a diagnosis study, interviews, focus groups, and surveys to identify the main challenges and opportunities for adaptation to climate change in the subcuenca of Quillcay. The results showed a deep sense of distrust between rural leaders and urban authorities, as well as a lack of information and participation. The plan proposes the creation of a Mancomunidad Municipal Waraq, which will be responsible for managing the resources and risks of the subcuenca. The plan also includes the development of a Plan Estratégico Institucional de la Mancomunidad Municipal, which will guide the actions of the Mancomunidad in the short, medium, and long term. The plan aims to promote a culture of adaptation to climate change, and to ensure that the needs and concerns of local communities are taken into account in decision-making processes. The plan also includes the development of a Plan de Acción Local para la Adaptación al Cambio Climático, which will guide the actions of the Mancomunidad in the short, medium, and long term.
