The Quillcay Plan de Acción Local para la Adaptación al Cambio Climático was developed in 2014 for the subcuenca of Quillcay, Mancomunidad Municipal Waraq.

Abstract
The plan was prepared by Engility Corporation and the University of Austin-Texas, with support from the American people through the United States Agency for International Development (USAID). The plan aims to contribute to a resilient development to climate change, combining the management of water resources, disaster risk management, and local development planning with an adaptation to climate change approach. The plan was developed through a participatory process involving different stakeholders, including local communities, authorities, and organizations. The process included a diagnosis study, interviews, focus groups, and surveys to identify the main challenges and opportunities for adaptation to climate change in the subcuenca of Quillcay. The results showed a deep sense of distrust between rural leaders and urban authorities, as well as a lack of information and participation. The plan proposes the creation of a Mancomunidad Municipal Waraq, which will be responsible for managing the resources and risks of the subcuenca. The plan also includes the development of a Plan Estratégico Institucional de la Mancomunidad Municipal, which will guide the actions of the Mancomunidad in the short, medium, and long term. The plan aims to promote a culture of adaptation to climate change, and to ensure that the needs and concerns of local communities are taken into account in decision-making processes. The plan also includes the development of a Plan de Acción Local para la Adaptación al Cambio Climático, which will guide the actions of the Mancomunidad in the short, medium, and long term. The plan also includes the development of a Plan de Acción para la Gestión del Riesgo de Desastres, which will guide the actions of the Mancomunidad in the management of disaster risk in the subcuenca.
